Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international enterprise for cooperation and sustainable development, owned by the German Federal Government and active in 120 countries worldwide. On behalf of German Federal Ministry for Economic Cooperation and Development, GIZ has been working in Tajikistan since 1995.
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ implements the programme “Renewable Energy in Central Asia”. The overall objective of the programme is to enhance the conditions and regional cooperation for integration and expansion of renewable energy sources (RES) at national and regional levels in Central Asia (CA). To achieve this goal, the programme works with all Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) across four directions. Firstly, the programme works closely with energy ministries and grid operators to create conditions and coordination structure among them, aiming to produce regionally coordinated data and information as a foundation for decision-making regarding the implementation of RES. Secondly, it supports the adaptation of the legal and institutional framework to increase public and private investments in RES at the national level in Central Asian states. Thirdly, the programme contributes to the structural improvement of regional learning of stakeholders in academia in the field of energy systems analysis to assist the integration of RES scientifically and practically into the Central Asian power systems. Fourthly, it endorses capacity development initiatives and measures in relevant institutions for planning and conducting national gender-sensitive information campaigns about the potential of RES, energy efficiency and digitalization in the electricity sector. Overall, the programme has multidimensional and multilevel character, as it cooperates with state and non-governmental institutions at various levels and works in close coordination with other international organizations in CA, particularly with the European Union.
The project is inviting applicants for the following vacant position:
Advisor on Renewable Energy
The position is based in Dushanbe.
The Advisor is responsible for political communication with national and development partners in Tadjikistan;
Coordination and management of programme activities in Tadjikistan in the field of renewable energy and climate change mitigation and of national contributions to regional programme activities in these areas;
Administrative and organisational support to programme activities forproviding general administrative support.
General tasks
- Steers and manages implementation of programme activities in Tadjikistan, including the elaboration of the yearly operation plan and the respective budget, supervision and monitoring of activities, provision of technical support, and overall reporting, in close collaboration with the programme manager;
- Provides technical guidance and advice on matters around renewable energy (in particular wind and solar energy) and climate change mitigation and attends regular working meetings at partner ministries or with subordinate organizations and other events organized by national partner organisations;
- Ensures financial and administrative management of programme activities in compliance with GIZ regulations;
- Facilitates recruitment (e.g., ToR writing etc.), supervises and advises national and international short-term experts during their respective assignments for the programme;
- Supports partner organizations in writing and submitting applications for obtaining funding (local subsidies, grants, etc.);
- Participates actively in regional programme activities and workshops and manages national contributions and inputs to regional initiatives, in close collaboration with the programme manager and colleagues from other Central Asian countries;
- Participates and represents the programme in development partner meetings, bilateral meetings with EU, USAID, ADB, EBRD, WB, or others and with staff / experts of other development projects;
- Communicates with governmental institutions, development partners and GIZ Country Office on behalf of the programme as and if necessary;
- Coordinates organisation and logistical arrangements of events, working groups, conferences etc.
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description
Requirements
- A completed university degree in the field of Energy, Climate and Environmental Sciences, or comparable study programmes in Social Sciences (Economics and/or Political Sciences) preferably with a focus on Energy and Climate Policy, Renewable Energy or Sustainable Development;
- Clear comprehension of gender issues and no-discrimination attitude;
- Language skills: business proficiency in English, Tajik and Russian are required. Knowledge of German is advantageous;
- Willingness and readiness to travel on business trips.
- At least five years of relevant professional experience;
- Deep understanding issues related to renewable energy (in particular, wind and solar energy), climate change, climate change mitigation;
- Skills and experience in project planning, management and reporting, and in facilitating high-level national and regional events, workshops and trainings;
- Working experience with the GIZ, EU or other international agencies is an asset.
- Ability to coordinate different stakeholders in a complex work environment;
- Strong networking, communication, diplomatic and intercultural competences;
- Results- and performance orientation;
- High motivation and ability to work independently and meet tight deadlines without compromising the quality of programme outputs
