Organization: Tajikistan Office, Japan International Cooperation Agency – JICA
Working Location: Mainly within JICA Tajikistan office, which located in Dushanbe. There are some business trips in rural areas inside Tajikistan, as well as overseas
Contract Term: From February 2024 to September 2024 (contract will be renewed one year basis, starts from 1st October every year)

Japan International Cooperation Agency (JICA) Tajikistan is seeking one Program Officer on development issues mainly in the fields of Governance sector (especially training and scholarship program for Tajik government officials).
Responsibilities:
With Japanese staff, the position will carry out the following duties and responsibilities;
- To coordinate with the governmental officials of the Republic of Tajikistan for formulating new projects, monitoring ongoing projects, and evaluation of previous projects
- To analyse relevant policies and reforms of the Government of Tajikistan related to the sectors in charge
- To conduct public relations activities for the sectors in charge.
- To conduct various site surveys and support survey missions from Japan
- To arrange training courses for Tajik governmental officials in Japan and or in third country (related to the sectors in charge), including candidate selection and diplomatic procedures
- To prepare documents and presentation materials for meetings and conferences
- To coordinate with other development partners in the assigned sectors
- To translate various documents from/into English, Russian, and Tajik
- To perform other duties as instructed by the Chief Representative of JICA office (including possible change of assigned sector)
Qualifications:
The successful candidate should have the following;
- University degree in relevant fields
- Less than 35 years old
- Minimum five years of experience (on a full-time basis) in Tajik governmental organizations or development organizations (bilateral or multilateral)
- Fluency in English, Russian, and Tajik in all aspects (writing, speaking, reading, etc.)
- Ability to write reports clearly, concisely, persuasively, and comprehensively in English, Russian and Tajik
- Deep knowledge and understanding of the structures of Government of Tajikistan and extended experiences to negotiate with the Government
- Much working skills such as planning ahead, putting priorities of tasks, strong problem-solving ability, and ability to work independently
- Knowledge on and familiarity with MS Office (Word, Excel, Outlook, etc.), Internet for office usage
- Being able to have business trip to outside Dushanbe with staying several nights
- Excellent personal communication skills
- Excellent teamwork skills
- Being able to start working with us from mid-February, 2024
- Motivation for bridging between Japan and Tajikistan Working experiences relating to public relations are also preferable.

Interviews:
The short listed candidates through document selection will be interviewed in January, 2024. Language proficiency tests will be also conducted.
JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajik officials to gain knowledge and experience on governance and macroeconomics development. At the end of March 2016, the total number of participants to JICA’s Knowledge Co-Creation Programs, formerly called the Training Programs, has exceeded 2000 people. JICA Office was established in 2006, and since then various Grant Financial Assistance and Technical Cooperation projects have been implemented more dynamically, aiming at improving living standard of Tajik people for the sectors such as agriculture and rural development, water supply, health, transport, energy, capacity building etc. JICA’s cumulative investment in all sectors amounted as 9.72 mln. USD Technical Cooperation and 330.2 mln. USD for Grant Assistance.
