The Branch of the Aga Khan Agency for Habitat in the Republic of Tajikistan works to ensure that people live in physical settings that are as safe as possible from the effects of natural disasters, that residents who do live in such high-risk areas are able to cope with disasters in terms of preparedness and response, and that these settings provide access to social and financial services that lead to greater opportunities and a better quality of life. AKAH merges the activities of the Aga Khan Planning and Building Services (AKPBS), with its prize-winning water and sanitation programs and low-cost habitat products, such as smoke-free stoves; the humanitarian arm of AKDN, FOCUS, which promotes disaster mitigation and resiliency and intervenes after disasters; the AKDN’s Disaster Risk Management Initiative (DRMI), which focuses on disaster preparedness in remote areas; and the environment and habitat-related activities of the Aga Khan Foundation, including the Prince Sadruddin Fund for the Environment and the Foundation’s highly regarded rural support programs.
The Branch of the Aga Khan Agency for Habitat in the Republic of Tajikistan is looking for highly qualified candidates for the position of Analyst - Search and Rescue Team (SART).
JOB SCOPE
The Analyst, SART is responsible for performing the technical search function of the task force incident operation. The SART member will provide expertise in preparedness and response and build local capacity to meet the ongoing needs of AKAH regarding the provision of an emergency response to disasters and emergency capability. The main role of the SART member is 24/7 availability in the event of a disaster or emergency occurring to which the SART will be deployed to support any Government or local emergency response to the incident under the direct supervision of the Sr. Supervisor and provide periodic progress reports as needed.
MAIN RESPONSIBILITIES AND TASKS:
- Implementing technical skills and operating equipment necessary for completing the rescue portion of the action plan;
- The operation and routine field maintenance of rescue tools and equipment;
- Ensuring accountability and maintenance for all issued equipment;
- Ensuring the Emergency Response Programme is effectively delivered to high-quality standards. This includes but is not limited to (i) readiness and preparedness to respond to incidents; (ii) maintaining a robust training schedule to maintain and develop existing skills; (iii) prepositioning and replenishment of non-food item stockpiles; (iv) installation and operations of the communication infrastructure; (v) maintaining availability of heavy equipment for road clearing; (vi) availability of emergency shelters; (vii) establishing IDP camps when required;
- Undertake training with other emergency responders and agencies;
- Support the CERTs during any disaster as required;
- Be in possession of a valid passport and visa where required in the event that the SART is needed to deploy across the border or to other countries where AKAH requires SART support in a disaster;
- Participate in a minimum of at least one emergency simulation exercise per year to assess the effectiveness of SART and country-level disaster management plans;
- Ensure robust maintenance of equipment schedule is adhered to as prescribed;
- Undertake training and qualification in safety and security disciplines;
- Maintain a high level of personal fitness;
- Maintain exceptional high standards and promote a positive image of AKAH SART throughout the region;
- Any other task and duties as assigned by SART Team Leader and the management.
SPECIFICATIONS (MINIMUM REQUIREMENTS)
Education: High School Graduate
Experience:
- Minimum 5 years of being a member of the Community Emergency Response Team (CERT) in the region.
- Knowledge of Basic Search and Rescue techniques, First Aid, and a driving license would be an asset.

- Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 to 12 weeks
Computer and Language skills:
- Good operating skills in Microsoft Word, Excel, and Outlook
- Fluent in Tajik and Russian languages (reading, writing, and speaking). Knowledge of English would be an asset
Physical strength:
- Be physically fit, have a sports degree, close to the search and rescue field
Personal Characteristics:
- Have discipline, human ethics, and work within the framework of state law and organizational requirements
- Demonstrate high integrity, work well under pressure, motivated, well networked, and ability to face challenges
- Excellent time management skills and ability to work in a fast-paced environment and willingness to travel extensively
