Executive summary
Meeting Targets and Maintaining Epidemic Control (EpiC) (Cooperative Agreement No. 7200AA19CA00002) is a five-year, global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID), with a period of performance from April 15, 2019 to April 14, 2024.
Building upon the successful investments in key population (KP) programming from the USAID-funded, FHI 360-led Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project (2014 – 2020), EpiC is designed to break through remaining, persistent barriers to the 95-95-95 goals and promote self-reliant management of national HIV programs. In response to USAID Mission and country needs, EpiC will deliver efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services and systems for long-term epidemic control. EpiC has four objectives, which focus on filling existing HIV prevention, case finding, and treatment gaps, and on building long-term sustainability to attain and maintain epidemic control:
- Objective 1: Attain and maintain HIV epidemic control among at-risk adult men, women and priority populations;
- Objective 2: Attain and maintain HIV epidemic control among KPs;
- Objective 3: Improve program management (including HIS and HRH) and financial systems to ensure attainment and maintenance of epidemic control; and
- Objective 4: Support the transition of prime funding and implementation to capable local partners to meet the PEPFAR goal of 70% of funding to local partners by 2020.
Key objective
Provide technical assistance to the EpiC project to launch and scale up community-based PrEP
Description of tasks
- Assist CBOs to design and deliver community-based PrEP counseling and referrals to PrEP within all EpiC’s sites in Tajikistan.
- Develop community-based PrEP normative base and assist in introducing of community-based PrEP delivery in Khudjand and ensure the local implementing partner meets all requirements;
- Provide online consultations, mentoring and direct on-the-job trainings to build the capacity of CBOs to offer and link KPs to PrEP and improve peer navigators’ skills on pre-PrEP counseling and strengthen effectiveness of referrals of key populations to PrEP as well counseling support for the clients on PrEP.
- Organize, lead, support and monitor the quality of community-based PrEP counseling and referrals to PrEP within EpiC activities in Dushanbe, DRS and Sughd region.

The role of the consultant
- Provide technical assistance for local implementing partners on PrEP expansion;
- Provide mentoring support to Peer navigators to improve overall knowledge’s on PrEP and strengthen pre-PrEP counseling skills and referrals;
- Provide technical assistance and ongoing support on introduction of community-based PrEP in Khudjand, including arranging normative paperwork, staffing, reporting system and submitting documents for getting permit;
- Monitor and address field-based programmatic issues regarding PrEP in a timely manner and keep country office management apprised of activity progress;
- Provide support to implementing partners in strengthening a system of reporting on program progress against PrEP, and monitoring and evaluation frameworks;
- Contribute to the development of program success stories regarding PrEP
- Performs other duties as assigned.
The role of EpiC
- Communication with the applicant;
- Technical assistance during the agreement validity;
- Payment of fees in accordance with the agreement;
- Solution of logistic issues.
Requirements for candidates
- Higher medical education;
- The applicant must be with a medical education, preferably with a specialization in HIV infection and PrEP;
- Experience in working with key and priority population groups and provision of PrEP to KPs;
- Experience on provision similar consultancy services is encouraged;
- Willingness to perform work in accordance with the requirements of the technical assignment.
