Japan International Cooperation Agency (JICA) Tajikistan Office is seeking one Clerk staff who is in charge of mainly of coordination of both online and face-to-face trainings in Japan and Tajikistan.
Responsibilities:
Under the direct supervision of International (Japanese) staff, the position will carry out the following duties and responsibilities;
[Training Program]
- To complete logistics procedures to recruit, select, send and follow-up participants from the Government of Tajikistan to various training programs, both online and face-to-face trainings in Japan and Tajikistan.
- To coordinate necessary matters on the process above with representatives of the Government of Tajikistan
- To coordinate with other colleagues in the office as well as JICA domestic training centers in Japan for smooth arrangement of the above mentioned process
[Other sectors]
For the sectors of People with Disabilities, and Cultural Grant Program,
- To coordinate with the governmental officials of the Republic of Tajikistan for formulating new projects, monitoring ongoing projects, and evaluation of previous projects.
- To analyse relevant policies and reforms of the Government of Tajikistan related to the sectors in charge.
- To support various site surveys and missions from Japan
- To arrange sending Tajik governmental officials for training courses in Japan and a third country (related to the sectors in charge), including candidate selection procedures.
- To work under tight timelines and delivering good quality of work
- To prepare documents and presentation materials for meetings and conferences which includes logistics support.
- To collect information about other development partners’ activities in the assigned sectors.
- To translate in the meeting or various documents from/into English, Russian, and Tajik.
- To perform other duties as instructed by the Chief Representative of JICA office (including possible change of assigned sector)
Qualifications:
The successful candidate should have the following;
- Minimum university degree in relevant fields or equivalent level of academic degree required
- Minimum two years of experience (on a full-time basis) in Tajik governmental organizations or development organizations (bilateral or multilateral) required
- Fluency in English, Russian, and Tajik in all aspects (writing, speaking, reading, listening comprehension etc) required. The knowledge of Japanese is advantageous but not compulsory
- Motivation for bridging between Japan and Tajikistan required
- Ability to write reports clearly, concisely, persuasively, and comprehensively in English
- Knowledge and understanding of the structures of Government of Tajikistan and experiences to negotiate with the Government
- Ability to multitask, including planning ahead and prioritizing tasks by paying attention to detail
- Knowledge on and familiarity with MS Office 2016, Outlook, Internet for office usage
- Excellent personal communication skills
- Excellent team work skills
- Being able to start working for JICA from August 2021

Interviews:
The short listed candidates will be planned to be interviewed in the late of July, 2021. Language proficiency tests will also be conducted.
JICA began its technical cooperation with Tajikistan in 1993 by inviting Tajik officials to gain knowledge and experience on governance and macroeconomics development. At the end of March 2016, the total number of participants to JICA’s Knowledge Co-Creation Programs, formerly called the Training Programs, has exceeded 2000 people. JICA Office was established in 2006, and since then various Grant Financial Assistance and Technical Cooperation projects have been implemented more dynamically, aiming at improving living standard of Tajik people for the sectors such as agriculture and rural development, water supply, health, transport, energy, capacity building etc. JICA’s cumulative investment in all sectors amounted as 82.06 mln. USD Technical Cooperation and 256.55 mln. USD for Grant Assistance with 32 (on-going and implemented) projects.
