Improving the Science, Technology, Engineering and Mathematics Secondary Education Project (ISTEMSEP) - Grant 0926-TAJ, Asian Development Bank (ADB)
MOES is the executing agency (EA) for the Project. A Project Administration Group (PAG) has been established to implement the Project.
PAG intends to hire a National Environmental Safeguards Specialist (#CS17) (re-advertisement).
Minimum qualification requirements:
Education:
- Higher education in environmental Sciences, environmental management, climate change, occupational health and safety, urban development, engineering and construction, or other relevant fields, is required;
Experience:
- At least 5 (five) years’ experience in environmental management, knowledge and operationalization of the principles of environmental assessment, monitoring, and reporting;
- At least 2 (two) years of experience on preparing, monitoring and/or reporting of the site- specific EMPs, and/or updating of the IEE in the implementation of a project which was financed by international financial institution(s) such as ADB, WB, or EBRD, or other international donor(s), is required;
- A good knowledge and understanding of the ADB Safeguard Policy Statement (2009) or similar regulations from other international financial institution(s); and the environmental national legislation of the GoT, is required;
- Familiarity with the education sector project would be an advantage.
Other skills and requirements
- Being good in English (written and spoken) as a working language is required; and fluency in Tajik or Russian language (oral and written) is required;
- Skills in preparing high-quality reports will be an asset.
- A confident user of (MS Office, MS Word, MS Excel, Powerpoint, Internet E-mail etc.) and other computer programs.
The tasks and responsibilities of the National Environmental Safeguards Specialist briefly include:
The National Environmental Safeguards Specialist working in close collaboration with the international Environmental Safeguards Consultant and national Social Safeguard Specialist will be responsible for:
- in coordination with PAG Environmental Officer review and approve the Site-Specific EMPs (SSEMPs) prepared by the contractors for the construction of STEM blocks, classrooms, WASH, and school-related facilities as well as the renovation of female dormitories for the project-targeted pedagogical university and college, and the renovation of science labs building of the project-targeted pedagogical university;
- coordinate the preparation of site specific EMPs for sub-projects (SSEMPs) by Contractors before commencement of civil works and ensure their timely submission to ADB for review and clearance;
- ensure that for each selected sub- project a site specific EMP (in English and Tajik and/or Russian) is prepared in-line with ADB environmental safeguards and Tajikistan’s environmental legislation, before civil works start;
- in cooperation with PAG Environmental Officer ensure all environmental requirements are incorporated in the bidding documents prior to bidding, by providing the necessary inputs and review of such documents;
- update the IEE in coordination with PAG Environmental officer following project approval and prior to beginning implementation / commencement of civil work, and provide required inputs;
- establish a Grievance Redress Mechanism (GRM) and organize GRM training for PAG focal persons, contractors, and GRM focal persons;
- organize training for PAG and contractors on the Project’s environmental management and national and ADB’s environmental safeguards requirements;
- independently monitor EMP implementation, undertake site visits as required, identify environment-related implementation issues and concern, and propose necessary corrective actions;
- prepare in coordination with PAG Environmental officer the required semi-annual Environmental Monitoring Reports (EMRs) and environment-related inputs into project progress reports to ADB (quarterly and yearly project report, and ad-hoc, as required);
- collect in coordination with PAG Environmental officer environmental monthly reports from Contractors of selected sub-projects;
- review environmental implications of construction works on by conducting regular site visits.
Terms of Engagement:
The duration of the assignment is 12 person-months on intermittent basis from November 2024 to December 31, 2029 at the PAG office in Dushanbe, Tajikistan.
Selection procedures
The selection process is in accordance with ADB's Procurement Policy 2017 and Procurement Regulations for ADB Borrowers 2017 (as amended from time to time) and will be conducted using the Individual Consultant Selection (ICS) method.

Expressions of Interest submitted offline (by email to istem.taj@gmail.com and/or hand-delivered to the project office at 734024, 13a Nisormohammad Street, Dushanbe city, Tajikistan) may also be considered subject to approval by the EA-PAG.
The reason for submitting the EOI offline must be accepted/approved and justified.
Registration in the ADB consultant management system is also required to submit the EOI offline.
