National Stakeholder Consultation Advances Green Climate Fund Project Development for Forest-Based Climate Action in Tajikistan

With the aim of supporting the formulation of a Green Climate Fund (GCF) project concept note focused on afforestation, sustainable forest management, and forest conservation for greenhouse gas emission reductions in the Republic of Tajikistan, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Committee for Environmental Protection under the Government of the Republic of Tajikistan, which serves as the Green Climate Fund (GCF) National Designated Authority (NDA), organized a National Stakeholder Consultation Workshop.

The workshop brought together representatives of government institutions, research and academic organizations, civil society, local communities, and the private sector to foster a shared understanding of climate change impacts on ecosystems and nature-dependent sectors in Tajikistan, including agriculture, forestry, water resources, and mountain ecosystems. 

Discussions focused on how ecosystem-based approaches can enhance climate resilience, promote sustainable natural resource management, and generate co-benefits for biodiversity conservation, livelihoods, and disaster risk reduction.

Participants engaged in consultations on the proposed project’s objectives, priority areas, target beneficiaries, and climate change interventions, while also providing inputs on relevant national policies, institutional capacities, and local needs. The dialogue emphasized alignment with Tajikistan’s Nationally Determined Contributions and other key national strategies. Technical sessions addressed the GCF concept note and full funding proposal development processes, watershed-level and forest landscape restoration, and opportunities for scaling up afforestation and sustainable forest management through strategic partnerships.

This consultation provides a solid foundation for developing a GCF project that supports Tajikistan’s climate commitments while strengthening forest ecosystems and the livelihoods that depend on them,” said Aghasi Harutyunyan, FAO Representative a.i. in Tajikistan.

The workshop concluded with agreement on next steps, including continued stakeholder consultations, refinement of the concept note based on the feedback received, review by key ministries through the National Designated Authority, and to finalize the proposed GCF project concept.
