Tajikistan Accelerates Implementation of National Early Warning Systems Roadmap
18 December 2025
On 15 December 2025, Tajikistan National Pillar Leads convened a coordination meeting with the relevant state agencies to review the implementation of the National Roadmap on Enhancing Early Warning System in the country.
Tajikistan is working to strengthen its EWS to reduce disaster damage. The country officially launched the Early Warning for All Initiative in August 2023 and adopted a national Roadmap for Enhancing Early Warning Systems in July 2024. This roadmap addresses gaps and challenges across four key areas.
The meeting discussed the current state of play of EW4All initiative in the country and the EWS Roadmap Implementation. It highlighted the progress in Tajikistan on establishing an implementation mechanism under the leadership of the Deputy Prime Minister and within the National DRR Platform. It was noted that the United Nations and partners are supporting implementation in Tajikistan and facilitating the sharing of national experience and good practices at global and regional levels.
Participants recalled key international events at which early warning systems (EWS) were addressed and Tajikistan’s progress was shared, enabling substantive exchanges at both policy and technical levels. These included the International Conference on Glaciers’ Preservation held in May in Dushanbe, the Global Platform for Disaster Risk Reduction held in June in Geneva, and the Central Asian Forum of National Disaster Management Authorities held in October in Dushanbe. Discussions and commitments related to EWS informed the outcomes of these meetings.
Under the first pillar, Tajikistan aims to strengthen the knowledge and skills required to effectively use risk information for early warning and timely action. To facilitate implementation of the National Roadmap in Tajikistan, UNDRR within the project activities supported conducting Risk Knowledge workshops on Disaster Risk Assessments and Profiles in October 2024 and on the Use of Risk Knowledge for Enhancing MHEWS in November 2025.
There remains a need to strengthen coordination between National Pillar Leads, relevant state agencies, international partners, and CSOs to implement the Roadmap and monitor, identify gaps and priority actions.
Participants agreed on regular national exchanges with the engagement of the international partners to accelerate the implementation, aligning actions in the National DRR Strategy Action Plan for 2026-2028, as well as in National DRR Platform Workplan for 2026.
The meeting was organised by the National Pillar Leads and supported by the joint UNDRR and the Government of Switzerland project “Strengthening Resilience to Disasters and Climate Change in Tajikistan”. Within the joint project UNDRR provides support to Tajikistan in capacity building of the country's system on risk governance, active stakeholder engagement in disaster risk management, improving risk knowledge management and data collection for early warning systems (EWS).
