Tajikistan Advances Implementation of the National Disaster Risk Reduction Strategy

The Inter-agency Working Group of the National Platform for Disaster Risk Reduction (DRR) convened to review progress in the implementation of the National DRR Strategy and to discuss priority actions to strengthen the capacity of the Platform. The meeting was attended by Working Group members, relevant national authorities, and partners, and was supported by the joint UN DRR and Government of Switzerland project “Strengthening Resilience to Disasters and Climate Change in Tajikistan.”

The Working Group reviewed key results achieved in 2025 and discussed priorities for 2026 and the medium-term period to 2028. Discussions focused on priority enablers for effective implementation of the National DRR Strategy, including the establishment of a monitoring and information system (MIS), the development of a national online DRR information portal, and strengthening capacity through international and regional cooperation. Follow-up actions were identified in each area.

The development of a transparent and functional monitoring system for tracking progress against the National DRR Strategy and its action plans was identified as a priority. Initial work on the MIS began in 2022 through a UNDRR-supported workshop that engaged national DRR stakeholders to clarify the system’s objectives, scope, and institutional roles. Further technical discussions were advanced during the first Working Group meeting in March 2025.

Participants also highlighted the importance of establishing a national online DRR portal with open data on financing and results. The portal is expected to support transparency and accountability, strengthen coordination among stakeholders, and enable evidence-based decision-making. It will serve as a common platform for information-sharing and coordination, contributing to more effective targeting of DRR investments.

Strengthening disaster risk governance through international and regional engagement was identified as another key area of work. Tajikistan’s approach includes participation in global and regional DRR platforms, engagement within the Regional Forum of Heads of Emergency Authorities of Central Asian countries, implementation of the Regional DRR Strategy for Central Asia, and strengthened reporting to the National DRR Platform. These actions aim to reinforce institutional capacity, promote regional cooperation, and support alignment with international DRR frameworks.

UNDRR presented a draft Concept for Strengthening Tajikistan’s Disaster Risk Governance Capacity through Global and Regional Partnerships, as well as an overview of outcomes from Tajikistan’s participation in the 8th Session of the Global Platform for Disaster Risk Reduction, held in May 2025 in Geneva. The delegation, led by the Deputy Prime Minister, participated in bilateral exchanges with UNDRR and key partners, including the Swiss Agency for Development and Cooperation (SDC), the Swiss National Platform for Natural Hazards (PLANAT), and the Federal Office for Meteorology and Climatology (MeteoSwiss).

The priority actions discussed are reflected in planning documents for the upcoming period, including the draft National DRR Strategy Plan of Action for 2026–2028 and the National DRR Platform Workplan for 2026. These documents, developed with contributions from UN entities, international organizations, donors, and civil society, are expected to be endorsed by the National DRR Platform before the end of 2025.
