Background:
The OSCE Programme Office in Dushanbe Women’s Resource Centre Project aims to further support the Government of Tajikistan in assisting potential and actual victims of domestic violence by providing free psycho-social and legal aid, empowering victims to become financially independent through vocational courses, and raising awareness of the public on all forms of gender-based violence.
In furtherance of this Objective, the Project pursues three intended Results: (i) potential and actual victims of domestic violence in the selected districts / regions have access to needed services and assistance; (ii) the public has increased awareness on all forms of gender-based violence; and (iii) WRCs’ organizational sustainability and cooperation with the government in addressing domestic violence is enhanced.
In order to provide potential and actual victims of domestic violence needed services and assistance, the Project engages Implementing Partners to operate Women’s Resource Centres across the country staffed by trained professionals to provide the following:
- legal consultations and legal aid;
- psycho-social consultations and support;
- family workshops and interventions for identified families using the social component of the Zindagii Shoista (Living with Dignity) Methodology; and economic empowerment vocational trainings.
Further, in order to increase public awareness on all forms of gender-based violence, the Project’s network of Women’s Resource Centres organizes weekly community outreach workshops and seminars in each of their respective service ranges and activates each year for the annual international campaign 16 Days of Activism against Gender-Based Violence.
Finally, in order to enhance WRC’s organizational sustainability and cooperation with the government in addressing domestic violence, the Project:
- engages relevant governmental agencies and entities in dialogue and planning with the aim of eventual handover of services; and;
- provides regular capacity-building for the WRC network to enhanced service delivery and organizational sustainability.
Objective of Assignment:
In order to ensure the sustainability of the services provided by WRCs, the Project seeks to build the capacity of WRCs from 14 regions of Tajikistan in fundraising, project development and management and diversification of funding through provision of training to WRC management.
Duration of Assignment:
The National Expert Trainer will deliver the training from 1 to 5 November 2021, and the assignment duration will be for a period of 13 days (27 October to 8 November 2021).
Task allocation in days:
- Five (5) days for development of the training program;
- Five (5) days for training days and;
- Three (3) days for preparing the report.
Tasks and Responsibilities:
A National Expert Trainer is required for building the capacity of WRCs from 14 regions of Tajikistan in fundraising, project development and management and diversification of funding through provision of training to WRC management. The training will cover the following content areas:
- Organizational Structure and Organizational development;
- Fundraising;
- Project management and project cycle overview;
- Development of project concepts and proposals and alignment to donor’s criteria;
- Planning and strategy; and
- Presentation and reporting skills.
Tasks include:
- To develop an agenda of the training;
- To prepare and send in advance handout materials for printing;
- To develop the pre- and post- training questionnaires to assess the effectiveness of the training and changes in the level of trainees’ knowledge as result of the training;
- To conduct the training; and
- To prepare a final training report including recommendations for future capacity building initiatives based on an overall assessment of the training as well as the pre and post- training questionnaires.
Deliverables:
- Developed training program;
- Developed training agenda;
- Developed and advance submitted handout materials prior to the training;
- Developed pre and post- training questionnaires;
- Delivery of training; and
- Final training report.
Note: The working language of the training and of the handout materials is Russian or Tajik.

Necessary Qualifications:
- Advanced degree in Management or any Social Science;
- At least 10 years of work experiences as Trainer, Teacher and Practitioner of NGO Capacity Development;
- At least 5 years of experience in running and managing NGO Resource and Training Centers;
- Good knowledge on Legal Framework related to sustainable growth and development of NGO Sector;
- Excellent training/presentation skills;
- Professional knowledge of Russian and Tajik language is mandatory; knowledge of English language is an advantage;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
