Program / Department Summary
Mercy Corps works to empower vulnerable communities in Tajikistan to become healthy, productive and resilient. Towards this goal we work on economic growth, youth and migration, health and WASH, and climate change and disaster risk reduction. Mercy Corps is currently expanding its program in youth sector, including required monitoring and evaluation (M&E) program support. The M&E unit exists to strengthen the monitoring efforts of Mercy Corps’ programs. The M&E unit will provide a technical support service to programs. The aim of the M&E unit will be to assist programs in specific activities that help quantify, analyze, and document the impacts and outputs of Mercy Corps programs including data collection, data management, data analysis, and mapping.
General Position Summary
The M&E Assistant will be involved in the daily collection and input of program information and monitoring data. The Monitoring Assistant will also assist in data management, analysis and reporting. In addition, the Monitoring Assistant will help the M&E Officer and program teams in surveying, data analysis, and reporting (including to donors, Mercy Corps headquarter and the host government). The M&E Assistant will support the M&E Officer and program teams to ensure M&E related minimum program management quality standards are met by the programs.
ESSENTIAL JOB FUNCTIONS:
- Participate in the development of component and program work plans, M&E plans and tools.
- Collect monitoring data as directed including conducting interviews and surveys; this will include working with groups of short-term personnel and facilitating data collection and logistics.
- Enter monitoring data into computer-based data collection system according to schedule, and or supervise this process.
- Work with M&E Officer and program teams to track that program-based monitoring activities are being performed according to schedule.
- Work with the M&E Officer and program teams to implement evaluation activities (including baseline, end-line) and directed research projects.
- Work in collaboration with the M&E Officer and program teams to provide timely reports and data summaries.
- Carry out regular field visits to monitor the quality of program implementation and provide feedback to M&E Officer and technical staff.
- Assist in other tasks or duties assigned by the M&E Officer.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

- Ensure effective implementation of community accountability reporting mechanism (CARM) in target communities

Supervisory Responsibility: None
Accountability: Accountable to position description, internal policies and procedures
Reports directly to: M&E Officer
Works directly with: Program Managers, program team and operations
KNOWLEDGE AND EXPERIENCE:
- Two to three-year experience working on monitoring and evaluation in international development or public sector
- Experience working with the computer in Microsoft Office applications including Excel is required. Skills in other programs, such as Access or statistical packages is also desirable.
- Excellent skills using the computer keyboard (numbers and letters).
- Attention to detail and patience to double check data entry is essential.
- Good basic math skills are essential and general knowledge of statistical principles is preferred.
- Comfort and ability to talk to and interview people in a respectful manner while professionally representing Mercy Corps is essential.
- Strong spoken and written Tajik skills are required. Spoken and written English is a plus.
